  • In this paper attention is devoted to a single aspect of the zoning process, rezoning or the zone change, which as a public policy action and as that mechanism allowing for the land use to take place, reveals information about changes in the internal structure of the city, the attitude underlying these changes, and the efficacy of local plans in creating a more rational allocation of land use. Necessarily, the discussion here deals with the general nature of zoning, the zone change process, and an analysis of data yielded by a case study of Oxnard, California.
